First it means that other people find the site to be important enough to add it to their site and to recommend it to other people. Second the search engines love links. One major part of seo work is to get links back to your site to increase your ranking in natural search. Search engines believe the more links (with good page rank) means that your site is of value and will increase your search engine ranking.
